In the latest method of using drones in November 2021, the National Aviation Organization compiled and published the letter 9060, which we will give a general description of.

۱- Generalities and upstream documents
Today, the use of drones (drones) and related surveillance considerations are a growing issue for the general public and providers of some services and regulatory authorities in the country.
Since the issue of UAVs has different aspects of public safety, aviation safety, privacy, security, business, etc., determining the requirements governing the UAV separately by each of the authorities in charge of the issues will confuse the stakeholders. Therefore, due to the nature of these devices and the important effects they can have on the country’s aviation, the Civil Aviation Authority has been selected as the reference that publishes the requirements in an integrated manner and makes them available to the public. It is obvious that a significant part of these requirements has been determined by authorities other than the National Aviation Organization and has been provided to the Civil Aviation Organization for public information.
Pursuant to the law amending Article 5 of the Civil Aviation Law (approved in July 1328) and the by-law on the management and organization of non-military light aircraft, approved by the Honorable Council of Ministers on 24/05/2007 and Instruction No. 52 and 19046 dated 04/25/1399 of the National Security Council. “Organizing how to use UAVs with civilian use”, this document has been compiled as an executive method of the mentioned regulation and in order to monitor the activities of all operators, users and owners of UAVs and flight operations of this type of flying equipment in the civilian area.

۱-۱-goal
۱ – ۱ – ۱ – The purpose of compiling this document is to create integration for the acceptance of UAVs and safe flight operations of this type of aircraft in the country.
۱ – ۲ – ۲ – The development of this method is so that users, owners and operators can easily and in accordance with the rules and responsibly use the UAV, aware of their rights and duties in the field of various issues related to the UAV Or be guided to the relevant documents in this regard. Also, the executive methods and other necessary relevant procedures should be introduced to them to implement the requirements.
۱ – ۱ – ۳ – Other purposes of this instruction are:
۱ – ۱ – ۴ – Monitoring the flight activity of UAVs with civilian use.
۱ – ۱ – ۵ – Development of appropriate infrastructure to take advantage of the use of civilian drones.
۱ – ۱ – ۶ – Improving flight safety in the country
۱ – ۱ – ۷ – Organizing the flight operations of civilian drones in order to reduce the rate of accidents and air accidents and security risks.
۱ – ۱ – ۸ – Establishment of a database of civilian drones in the country.

۱-۲-approx
The scope of application of this method is related to the activity of civilian drones in the five categories specified in this document.
The use of drones outside the categories specified in this document or the use of drones for operations that are outside the limits specified in this document, is subject to submitting an application to the organization and obtaining special permits.

۱-۳- Execution responsibility
The implementation of this instruction, as the case may be, is the responsibility of UAV users, owners and operators, as well as monitoring departments.
۱-۴ – Publication, control and distribution of the document
The control, publication and distribution of this method is the responsibility of the National Aviation Organization and is available to the public through the “Rules and Regulations System” available on the organization’s portal www.cao.ir.

۱ – ۶ – Definitions
In this method, the following words are used in the relevant detailed meanings:
Organization: Civil Aviation Organization of the Islamic Republic of Iran
System: A comprehensive system for managing and organizing UAVs that is available to the public through the uas.cao.ir electronic portal.
UAV: A remotely piloted aircraft.
: Is a competent person who has passed the relevant training courses in licensed companies from the organization and has received the UAV user certificate.
UAV user certificate: It is a certificate that is issued by the organization after reviewing and qualifying the user to fly any category of UAV.
Flight altitude: The flight altitude of the drone from the ground to the flight point, which is calculated in meters.
Recreation and entertainment areas: Approved areas with a radius of action (maximum distance) meters (between the UAV and the user during the flight) and a specific and limited flight altitude, for UAV flight activity, the specifications of which are published by the organization for public information.
Toy Birds Flight Venue: Areas with certain dimensions in parks and recreational places that are determined by municipalities in coordination with the National Aviation Organization and the Provincial Security Council (Sarollah (PBUH) Camp in Tehran Province) and use them for It is open to the public, and outside the cities it will be allowed to be classified in non-residential areas without classified places.
Owner: A natural or legal person who owns a UAV in accordance with the current laws and regulations of the country. Individuals can legally and legally own small birds. But its use in service affairs will be only within the framework of the company or institution.
Operator: A legal entity that uses UAVs to provide services.
Dangerous goods: objects or elements that you

Exploitation license: It is a license issued by the organization to the operating company to provide services using UAVs.
Special license: It is a license that is issued by the organization for the use of UAVs outside the categories or limits specified in this document and in coordination with other competent authorities, and its requirements and details, according to the specific characteristics of the UAV.
And the type of operation is determined specifically for each license.
Policy Committee: These are committees headed by the Civil Aviation Organization and composed of representatives of the Ministry of Interior (Shak Secretariat) (General Staff, Vaja, Vedja, IRGC, NAJA and Air Defense Base and decide on the policy of civilian UAV services in the country). It seems.
Training centers: These are centers that, with the permission and supervision of the National Aviation Organization, hold general and specialized training courses approved by the organization for applicants for the use of small guided birds.
Among these training centers that have been established and licensed to operate (January 2022) include: Irsa Academy in Fars province, Spad Sepehr Parseh in Fars province and Kara Amayesh Narin Caspian Company in Mazandaran province have obtained their educational licenses.
Flying areas for small birds: Areas with certain dimensions (maximum allowable height 50 and maximum radius of 100 meters) are outside the urban areas, which are introduced by the applicant company or other agencies and with the permission and supervision of the Civil Aviation Organization, training flight activity And entertainment takes place in a controlled manner.
Places and facilities with their classification and airspace (forbidden places (military and civilian places and facilities) are small guided aircraft that will not be allowed to enter their space under any circumstances without obtaining permission from the competent authorities. Such places are called forbidden centers.
Flight plan: It is a format in which the information of a flight or part of the UAV flight is entered and provided by the relevant company to the flight control unit. After receiving the flight plans, the flight surveillance units should send the information to the integrated air defense network of the relevant province and in Tehran province to Sarollah PBUH base.
Estimated quorum: The number of companies required for the import, production, supply and provision of civilian services nationwide, which are determined by the Civil Aviation Services Guidance Committee.
Identification number: This is the number that the UAV owner must visit by visiting the site

OA-UAS Operational Service Centers: These are centers that provide services through UAV operations and flight with the permission and supervision of the National Aviation Organization.
NOA-UAS Non-Operational Service Centers: These are centers that provide non-operational and non-flying UAV services with the permission and supervision of the National Aviation Organization, such as; Buy and sell and transfer, repair and rebuild, design and build / assemble and manufacture (entire systems or subsystems).
Peace letter: In legal terms, it means conciliation on something, whether it is the same property, benefit, right or otherwise. It does not have the special terms and conditions of the transaction.
Letter of commitment: It is an official document that is prepared in the notary public office and at the same time the person is obliged and obligated to perform an action or not to perform an action towards the other party.

۱-۷ – Related legal cases
۱ – ۷ – ۱ – The rules of production and import of small guided toys and sports birds are similar to the rules of production and import of toys and sports.
۱-۷-۲- The import of any small guided bird for recreational, sports and civilian services is prohibited and in special cases will be done in accordance with the standards of the organization.
۱-۷-۳- The supply of small guided birds for recreational, sports and civilian services is possible only through licensed companies and institutions or their authorized representatives.
۱-۷-۴ – Manufacturing and production of small guided birds for recreational, sports and civilian services only by companies and institutions with general competence and

۱-۷-۸ – Carrying out data collection operations by companies and aviation service institutions in order to obtain and capture spatial information such as aerial mapping and photogrammetry, aerial geophysics (radiometry, magnetometry, gravimetry, etc.) (laser measurement, Lidar and radar, infrared according to the aerial imaging regulations No. 144662 dated 16/3/91 of the council

۲-۲-Specifications and requirements of categories
UAVs are classified into 4 categories according to the maximum take-off weight up to 25 kg and the maximum allowable flight altitude, the requirements of which are specified in this document. For the use of drones with a take-off weight of more than 25 kg or with specifications outside this sub-category, as the case may be, correspondence with the organization is required to comply with the requirements set out in the special permits issued.

– ۲ – ۱ – Category A1- C0 The maximum allowable flight weight of this category is 200 grams and this group includes toy drones.
The maximum allowed flight altitude of this category is 50 meters.
UAVs of this category can be used in areas where there are people, but UAVs should not be used in areas where there is a dense population.
The conditions for UAV users in this category are as follows:
أ. The user of this category of UAV has no age limit and it is only necessary to read and master the user guide of the UAV.
UAVs of this category must technically have the following conditions:
أ. No winning edge.
B. UAV user guide including general warnings.
UAVs in this category do not need to register and receive a registration mark.
Note 1: If the drone carrying the camera has a resolution (resolution) higher than VGA or has an audio sensor, an electronic chip is required.
UAVs in this category do not need to be equipped with tracking capabilities and geographical limitations of operations.
۲ – ۲ – ۲ – Category A1-C1 The maximum allowable flight weight of this category is 900 grams. The maximum allowable flight altitude of UAVs of this category is 120 meters.
Note 2: If it is necessary for the drone to operate on obstacles with a height of more than 100 meters, it is allowed to perform operations up to a maximum of 50 meters above the height of the obstacle and a maximum of 170 meters with the consent of the owner / custodian of the obstacle. UAVs of this category can be used in areas where there are people, but UAVs should not be used in areas where there is a dense population.
The conditions for UAV users in this category are as follows:
أ. The minimum age for the user of this category of UAV is at least 14 years old. People under the age of 14 can use the UAV if they are under the direct supervision of a qualified person over the age of 14.
B. In addition to removing the age requirements, the user must read the UAV user guide and have complete control over it.
J. The user must have received the necessary training regarding the use of UAVs in authorized training centers and have a UAV user certificate.
This category of UAV must be registered and receive a registration mark.
UAVs of this category must technically have the following conditions:
أ. Maximum kinetic energy less than 80 joules.
B. No winning edge.
J. Having a UAV user guide including general warnings.
An electronic chip is required if the drone is to carry a camera with a resolution (resolution) higher than VGA or with an audio sensor, and geographical limitation capability is required.
۲ – ۲ – ۳ – Category A2-C2
The maximum permissible flight weight of this category is less than 4 kg.
The maximum allowed altitude of UAVs in this category is 100 meters.
Note 3: If the UAV is required to operate on obstacles with a height of more than 100 meters, it is allowed to perform operations up to 50 meters above the height of the barrier and a maximum of 150 meters and with the consent of the owner / trustee, provided Observe a distance of at least 5 km from the airport.

۲ – ۲ – ۴ – Class A3-C3 Maximum allowable full weight

۲ – ۲ – ۵ – Category A3-C4
The maximum permissible flight weight of this category is 30 kg
The maximum allowed flight altitude of UAVs in this category is 100 meters.

۳- Requirements and responsibilities
– ۱ – All requirements
۳ – ۱ – ۱ – Any use of UAVs is allowed only if it complies with the provisions of this document.
۳ – ۱-۲ – If the UAV or its operations are not in the categories specified in this document, the owner is required to obtain a special license from the organization before using the UAV.
۳ – ۱ – ۳ – UAVs used in commercial, educational, service as well as research drones must have third party insurance.
۳ – ۱-۴ – The limits and rules governing the operation of transporting goods by UAV, are specified in the operation license and the operator is obliged to comply with it.
۳ – ۱ – ۵ – A UAV can be controlled by one or more users during the flight, but at any one time, only one user should be in control of the UAV.
۳-۱-۶ – The telecommunication frequency of UAVs and ground equipment must be in accordance with the requirements announced by the Regulatory Authority for Radiocommunications and in case of need to operate the aviation frequency band, the operator must obtain its approval from the organization.
۳ – ۲ – Requirements and responsibilities of owner and user
۳ – ۲ – ۱ – The ultimate responsibility of the UAV is on the owner and in case of any violation of these regulations by the UAV

۳ – ۲-۴ – The owner is obliged to ensure that the registered UAVs under his ownership are provided only to users who have the necessary qualifications to fly in the relevant category and are accountable to the legal authorities.
۳ – ۲ – ۵ – The owner must register the accident report and emergency landing report that has caused damage to life or property or violated the privacy or restricted areas in the system as soon as possible or to the designated authority in Offer system.
۳ – ۲ – ۶ – The owner is responsible for non-compliance with the requirements of this document and the laws and regulations of the country such as damage to life or property, privacy, privacy of restricted or restricted areas and public security requirements to the relevant authorities, even if the UAV Owned by another user.
۳ – ۲ – ۷ – No user is allowed to use the UAV, unless he has the specified conditions and qualifications for the UAV user in the relevant category.
